What is the dispensation of Human Government?
The third dispensation, from the flood to Babel (Gen 9-11). After the flood God gave man the authority to govern, including capital justice; man failed by uniting in pride at Babel, and the judgment was the confusion of languages.
What the text states
God's new stewardship after the flood included human government: "whoso sheddeth man's blood, by man shall his blood be shed" (Gen 9:6), and the command to "replenish the earth" (9:1). Instead man gathered on the plain of Shinar to build a tower "lest we be scattered abroad" (Gen 11:4), the opposite of the command, in pride. The judgment was the confusion of tongues and the scattering of the nations (Gen 11:7-9). The rainbow covenant still stood over it all (Gen 9:13).
