What is the dispensation of Conscience?
The second dispensation, from the fall to the flood (Gen 4-8). Fallen man was left to be governed by conscience, the knowledge of good and evil; he failed as wickedness filled the earth, and the judgment was the flood.
What the text states
With the knowledge of good and evil now his, man was responsible to do good and shun evil by conscience. The failure was total: "the wickedness of man was great in the earth, and... every imagination of the thoughts of his heart was only evil continually" (Gen 6:5). The judgment was the flood, which destroyed all but Noah's family (Gen 7). Grace again: Noah "found grace in the eyes of the LORD" (Gen 6:8), and one door in the ark saved all who entered.
