Numbers 33:1

Six cities of refuge are appointed, three on each side of the Jordan, available to any person who kills someone unintentionally. The city of refuge is the place of safety from the avenger of blood. Once inside, the manslayer is safe. He must stay inside; if he leaves and the avenger of blood finds him outside the city, the avenger may kill him without blood guilt. He is released when the high priest dies. The structure is precise and theologically loaded. The accidental killer has done something that carries real weight. A person has died by his action even if the intent was not murder. He needs a place of refuge and a basis for ultimate liberation. The city provides the refuge. The death of the high priest provides the liberation. Thread 6 is in the typology: the manslayer who has fled to the city of refuge and dwells there is the type of the believer who is in Christ. The safety is real and absolute as long as the person remains in the city, as long as they remain in him. The death of the ultimate High Priest, Christ himself, is the basis of the final liberation from all the guilt of what we have done. He died and his death is the ground of our freedom. Hebrews develops this typology in detail: Christ is both the high priest whose death liberates and the city of refuge to whom we have fled (Hebrews 6:18). Thread 5 is the Mosaic legal structure: the cities of refuge are a precise legal institution within the Mosaic administration that points beyond itself to what it cannot accomplish on its own terms, the permanent liberation that requires not a geographical city but a person.
The cities of refuge, the manslayer flees there and is safe until the high priest's death releases him, is the clearest single OT type of Christ as refuge and the death of the High Priest as the ground of liberation.

Numbers 33:15

Numbers 33:42

Numbers 33:56

Six cities of refuge are appointed, three on each side of the Jordan, available to any person who kills someone unintentionally. The city of refuge is the place of safety from the avenger of blood. Once inside, the manslayer is safe. He must stay inside; if he leaves and the avenger of blood finds him outside the city, the avenger may kill him without blood guilt. He is released when the high priest dies. The structure is precise and theologically loaded. The accidental killer has done something that carries real weight.
