The New Covenant
Jeremiah 31:31-34 is the only place in the Hebrew Bible where the phrase 'new covenant' appears. It is quoted in full in Hebrews 8 and becomes the theological center of the NT's understanding of salvation. The new covenant does not replace genuine human response: it deepens it. I will put my law within them, I will write it on their hearts. The law moves from tablets of stone to the interior life. The response is still required, but now God is at work from the inside. This is not irresistible grace overriding the will. This is God working within the person to enable genuine response.
