It is the residual marking of having been in the presence of the Thirteen Attributes. The glory that passed before him has left its signature.
The people are afraid to come near him. He puts a veil over his face when speaking to the people and removes it when he goes before the LORD. Paul will interpret this veil in 2 Corinthians 3:13. Moses veiled his face so the Israelites could not see the fading of what was passing away. The shining of Moses's face was real but temporary. The glory of the new covenant does not fade.
Exodus closes with chapters 35-40: the building of the Tabernacle according to the pattern shown on the mountain. Every specification given in chapters 25-31 is executed in chapters 35-40. And at the end: the cloud covers the tent of meeting and the glory of the LORD fills the Tabernacle. Moses cannot enter because the cloud has settled on it and the glory has filled it.
